The universe sometimes achieves relative neutralization. A Neutron or an Neutrino can be considered neutral, but only relatively. When you say no charge, you imply zero charge. True zero, just like infinity, is a concept that has not been observed, but only theorized.
I am under the impression that neutrons have no charge. I am unsure about what actual evidence there is. if that helps
